Throttle Position Solenoid

Question: Did the 71 351C 4V M code, 4sp, non A/C car get the Throttle Position Solenoid on the carb or a just a dash pot?

Update: So the reason I ask is mine has one, but the Ford Parts Manual and the electrical diagrams don't show any evidence of it in 71- only for the 72s. The Ford Shop Manual does list it in the Carb Spec section. So my follow up question is how it supposed to work? Is it alway on with ignition power?
