Had to remove the tube seal to replace the damaged one in the car. Kinda wondered why there was so much sealer around the bottom of the seal and no visible screw heads.
Well as the picture shows, here's why! Somebody had filled the the rust voids with some sort of latex. Then they slathered the top of the seal assembly with black silicone. I'll give them this it never leaked in all the time I've had the car.
On the slim chance that somebody has a left over piece from a trunk floor repair or a used piece that's "usable" please contact me.

I’m interested in how you attacked or plan to attack your project. I removed my gas tank today and found rust under the lower nozzle seal too. It’s not as bad as yours but it’s gotta be fixed I also found a bunch of sealer and bondo around a rubber grommet on the floor that was covering a rusted out area. The rest of the trunk pan seems in okay condition rust wise.

I decided to fabricate my own replacement piece. Got a 12' X 8" sheet of 20 gauge steel on eBay. Made a wood buck with the oval hole pattern as a guide. Made oval hole about 1/4" smaller . Hammered the lip into the hole.
MIG tacked/welded piece in place. Applied sealer and painted with Krylon Stone paint. Got original style screw from AMK to fasten the new boot seal. Came out pretty good.
