351 C engine sound (video)

A cheapo mechanical fuel pump is good for 350hp. At least in my car anyways. Zero sound.

Is the belt for your power steering pump too tight? Might be the source of your engine noise.

I had a whine exactly like that when my car had A/C. It was the adjuster pulley for the A/C belt. The bearing was shot and it would whine just like that, loud as hell. Check that, it's always a possibility.
