I am for sure not up to speed on all that was offered in 71. In that time period CB radios were the hot thing. Is it possible that the rear antenna was a dealer added CB antenna option? Maybe one of our old Ford sales guys like Steve can shed some light. If it was dealer option to be correct you would remove for sure.
I have a hole in the left rear of my 73 vert that has never been painted for something.

It was just a thought on my part. The car had its original radio antenna in the standard front passenger fender location, I think it has been there since the car was built.
I can't think of any other reason the hole and three attachment holes would be in that location rear 1/4 panel location. When it was removed many, many years ago, someone did a quick fix, tacking in a piece of metal and then lots of bondo to make her look good...
I don't recall ever seeing any Ford sales literature advertising the CB radio option for the Mustang. Would have to go through my pile of stuff to see it it was possible and I agree, these units were all the rage back in the day. Dealer installed? anything at this point is possible, but I don't have the necessary documentation to back up this possibility.
Not 100% sure but I believe the CB option was not offered in our generation Mustang. Around 75/ it started showing up in T-birds, LTD,s, Lincoln's, etc.
Since radios were not standard in our cars, antenna holes were not pre-drilled at the factory. If you did order a radio, it would be in the dash, but it was up to the dealer to drill holes for the antenna and hook everything up. There was a universal electric antenna offered by Ford Parts that came with everything needed for the dealer to install on the Q/panel. The holes on Pastel Blues car was probably an aftermarket install. Back in the mid 70's forward when the CB was the "Thing" seems like anybody and everybody had a CB install shop on every street corner.
Having to do a lot of this by memory. Lost a ton of Ford sales pamphlets, order guides, accessories books etc when I had a storage building destroyed during hurricane Hugo during 1989. Been living in MS for 2 years now, but have parts and more papers in storage in SC that may be trash. One of storage buildings with the papers took on about 3 feet of water during the insane rain they had in October. Going there for Christmas and will see what if anything I have left.
If I don't have anything left, I could always make an offer on that beautiful 59 Impala vert and start over! lollerz
