Fold Down rear Seat Latching Issue

I finally got around to investigating why the fold down rear seat won't latch in the upright position: When I try to clasp the seat in the upright position the section to which the striker attaches is too "low" (by 1/2") for the striker to meet up with the clasp and therefore the seat back does not latch securely.

You can see where the clasp is hitting on the right side:

The seat back/floor segments are all in good shape and there is no slop in the hinges or anything.

Since there is no up/down adjustment of the seat back or the clasp that I can see I have to assume that the factory installed either the seat back or the clasp brackets in the wrong location(s).

I started to make a modified striker, but before I finished I thought I'd ask if anyone else has experienced this and if so what have you done to correct?

That is correct there are no washers.

 
I'll have to check that out Judge. Would this be at the point where the hinge attaches to the seat back?
