Light rust on interior roof

I pulled out the old headliner and I have light rust on interior of roof. Do I need to brush this off or can I just put a rust treatment on it? Looking for recommendations on best way to handle. Exterior paint is good so I need to be careful not to generate any heat or vibration that could damage paint.

At least knock the looser stuff off with scotchbrite pads by hand.

Spray it with some phosphoric acid. (Concrete etch). Available at the home box stores. Read the directions.

I had a similar issue but lighter rusting. I just brushed on rust inhibiting primer. Just brush the loose rust off and try and get rid of what you can first.

I lightly wire wheeled the inside of mine and applied one of the rust converter products from the hardware store.

I lightly ran an orbital at slow speed with a 120 grit paper making sure to move around quickly, and applied a rust converter.
