One fuse not getting power?

I have a problem on my 73. The fuses for the dash lights is not getting power. I tried to hot wire that terminal with a fused wire temporarily to see if I would get dash lights and I didn't. Any ideas on how I can fix this ?
 
Dash lamps get their power from the headlight switch via a variable resistor. You need to pull the headlight knob out, and rotate it to one side (or another). Power goes to the interior fuse clip.

Thank you. I just the other day read that. Thinking my headlight switch is bad. Headlights work but no dash lights. I ordered a new switch.
