use a hand vacuum pump to suck out the type F from the pump reserve through the dip stick. pop the lines on top of the power steering box blow air through the hoses and turn the steering left and right with the car jacked up,, it will be VERY messy.

maybe somebody had a better idea? that is pretty much what happened to me when i had to change the hoses.

 
If it's a routine fluid change, I've taken the belt off the pulley, disconnect the low pressure return line and dumped it into a container while turning it by hand. I've never worried about the little bit of residual fluid since the introduction of fresh Type F comprises 95% + of the system capacity.
