Clean and prep the surface, spray it with a quality paint, then coat it with truck bed liner, undercoating, or similar product to protect it from chips and reduce noise. People on here will have their recommendations on what works.

Bedliner is a solid choice I have used that on other cars, and it has worked out well. On this car, I decided to use Boommat in my rear wheel wells. Back when I was doing my 69 Camaro, a friend recommended it to have a more factory sound deadener texture. I think it looked pretty good, and it made a significant difference in the road noise, so I used it again on this car. IMO, it does have a good texture, and it will protect the wheel wells.

So you lined the wells with boom mat and then sprayed the bed liner on it ?
I primed and painted the wheel well and then sprayed it with the Boommat. I did the same on my other car five years ago and it still looks like it did, so it holds up well.
