I'm not going to say that this is the perfect manner in which to determine torque specs for an application, but different hardware will dictate different torque ranges. The following chart isn't a bad reference to use when specific data is not available.
No. There is a steel sleeve and the rubber deflects. I can't remember the numbers, but I have removed a few sets and those numbers aren't out of line for what it took.
At the end of each section of the Ford shop manual, there is usually a list of torque specs by component. IIRC, in the Haynes manual, it's in the front of each section.
Regardless, have the car on all fours and settled before torquing to spec is always best practice for suspension work.
