No markings on it - probably a knockoff made by the same supplier who made the originals for Ford.
Lots of small rust pits that should burnish off with bronze wool (or if you want both inside and outside clean, dump it in a bath of oxalic acid), though surface will not be perfect when done. It should do for a driver.
