Coil spring cover bolts: in or out

I image it all depends on the person on the line how he wanted to do it.

When I bought my car the bolts were coming in from the inside of the wheel well, they looked original and did not seem like anyone had touched them. I installed them back the way I found them, even though it looks neater if you put them with the head bolts going in from the engine side.

Hmmmmmm, I haven't had the covers on for at least 20 years.
