Fold down seat latch won't latch!

So it rattles like h@ll. How do I adjust it?? Do I need to take off the side panel? Or is it an adjustment of the seat hinge mounts?

Sorry, no adjustment at the hinges. The RH panel has to come off, then you can adjust the lock.
