I use the blair spring loaded cutter. Works great. I use my air drill. and I use a cheap harbor freight spring loaded center punch. A few snaps of the center punch and you are ready to start drilling.
Purchased 2 from Harbor Freight and used one to remove the cowl panel. Right at the very last spots I broke the center point. This makes it nearly impossible to use. Used the second one for aobut three welds. They worked well. I found it best to drill a small hole for the pilot as a center puch was not agressive enough. It seemed to work at first, but the spring loaded center start to wear and would easily wander. Drill a small hole(only through the first panel) and the center almost never wandered. The last places I had to cut out were basically rusty and I guessed where the spot welds were, this is what broke the tip.
