Steering wheels spring

Rebuilding my 71 non tilt steering column.
Is there supposed to be a spring under the steering wheel for tension?
I've seen pictures that shows a spring below the wheel nut that looks like kind of like a valve spring.
Mine does not have one and I thought it might be missing.
