4V carb overhaul

I have the kit to overhaul my edelbrock 600CFM carb..When eng. was running I had to dump gas down carb to start. Once running restarted ok unless sat awhile. When I split the housing , only one bowl had gas. Should I soak the carb housing to clean any possible clogged ports, or will new needle and seats correct it?

edelbrocks are pretty simple carbs I had the same one on my car years ago, I'd just try cleaning it first.
