Dash Paint, where?

So I bought some medium blue metallic paint to do my console and dash. My dash is all black but interior seemed to be originally blue. Maybe someone painted over it as looking at pictures of cars here the only blacked out dash is on cars with black inteiors. I have a good idea of what gets painted and what stays black but I'd like a little input from you guys.

The metal Dash Panel would have been interior color. the plastic bezels would be black with chrome trim (Mach 1 gauge bezel wood grain insert). SEM (available from several sources, ex. NPD) makes very good matching paint and is easy to apply from a spray can if surface is properly prepared.
