How do I remove these inner bolts blocked by the rocker arm seats?

That set up is a Crane Cams rocker stud conversion, the rocker studs have to be removed.
They are supposed to be in there with high strength Loctite.
A heat gun may help removal.

Double nutting them, right?

Double nut the studs for removal, be careful as they are no longer made.

Yes , double nutting them. Don’t make them anymore , oh boy. Just started now to find the nuts for their removal, I’ll have to be as gentle as possible. Wish me luck and thnx for the advice and info.

... they are within the head and a lot of oil, so they should come out easy, no rust.
BUT the person that installed them may have used a thread-locker like RED Loctite. So I would use a propane torch to lightly heat the threaded area/ base before trying to removing each one. RED softens at a lower temp, so no need to go wild. Google the spec for RED, but think it's around 250-300* f

Interesting- looks like the pushrod guide plates could be flipped over to allow easy access to the head bolts.

I think Bentworker is correct, your plates are upside down.
I have a set of these on my spare engine and flipping them will give more clearance to the head bolts,
just not enough to get a 1/2' drive socket on them squarely.
will get out to my garage later today and report back.
Pushrod alignment ?.

Sorry, I am back so soon, I couldn't take not knowing.
Bentworker is indeed correct, however one cannot get a socket on those head bolts squarely with the guide plates flipped over either.
my guide plates are orientated around the head bolts (don't know why) but that does tell me
that it does NOT create a pushrod alignment issue.
So therefore, it makes NO difference which way they go, other than looking incorrect.

I've seen the studs for sale a few different times. Here's a set from Speedmaster....not sure I'd trust anything from them, but in a pinch, they'd get you back on the road. I'm pretty sure I've seen them from another supplier...I should have the PN written down at home. The guide pieces are VERY hard to come by. Hopefully someone will get wind of this and make some replacements.

If you type in crane cams 52655-16 on summit racing the install instructions are still there.
note: they list the install torque @ 25 lb/ft. this is in error. 20 lb/ft. max.
