help with wiring

i was looking at replacing the heater core and found some wires that i am trying to identify. i think the wires that were cut go to the seat belt circuit but i found this open connector hanging and can't see it on the diagram

i found it someone had taped up a relay and covered it with insulation this connector goes to the auto seat back latch solenoid. i only found one side of the connector so i don't think it is used on my car what does it do
