Whats these holes in my package tray? HELP :-)

Hi,
I need to replace this package tray but cant figure out what the square holes are for? There is no bolt pattern in the steel support. Center oval must be for a speaker?
I see some new package trays come with 2 holes in them.

I agree, Ford didn't put any speakers up on the package tray of my '71. Instead, (and I have factory AM/ FM stereo radio), Ford put a speaker in either door. The metal inner door skin under the upholstered panel has speaker mounting holes. I had to cut open up my new door panels, where the speakers are, and install the grilles to the door panel, as factory did. But, who's to say what a previous owner may have done cutting holes, and putting aftermarket speakers everywhere.
