Flip open gas cap

Hello
Would any of you know what screws or bolts mount a flip open gas cap?
And what the one special bolt with rubber, metal and nylock nut purpose is?

I just went outside to look at my gas cap. The screws are flatheaded , countersunk ( obviously ) sheetmetal screws, and have a Phillips ( crosspoint ) head. The "special" bolt, which should be obvious where it goes, is, I'm sure, there as a security measure. Original flip open gas caps have that "special" bolt as well.

NPD offers three mounting kits. A good hardware store may have them. They're #14-14 x .75" flat head self tapping screws.

Thanks guys I knew they were counter sunk screws just wasn’t sure if they were sheet metal screws or nut and bolt.

I've wondered if the special bolt, resembling a carriage bolt, was an anti-theft measure?

I’m more curious of why the rubber washer had a recess in it and the metal washer and a little round nib out of the outer edge.

The little divot out of the washer is likely a stamping error. The washers are stamped out of a large metal sheet that travels under the stamps. The metal sheet didn't advance far enough and the next row that was stamped out was too close to the previous row. I have encountered this numerous times. If you go to a hardware store that sells in bulk and dig through a washer bin you'll likely find some.

I have those parts saved....if I remember, I'll take a look to see if the washer on mine has that divot.
